Pretending and Dressing up for is kids, not teenagers
I have a rule in my house I do not allow my pre teens or teens to dress up for example:
All black
Collars or chokers
Emo
Nemo
Cinderella
Punk
Rock
Heavy metal
You get the idea.
No facial piercing
No tattoos

I have no problems with different colors, fashion, style yadda yadda as long as its not EVERY DAY and narrowed to one type of color and style Every day.

OCCASSIONS
Yes I allow Halloween, drama plays, characters for shows, tv, commercial plays, yadda yadda is permitted as long as it is a temporary situation.

They dont need to dress up foolishly to express themselves.

I don't think I'd really care, as long as they were doing what they needed to do, not getting sent home from school, and behaving.

I actually care because their focus should be on school and anything else they are doing, not dressing up and playing make believe

Obviously, she must tell her teens to not dress up as a Disney fish. Odd. We have never had that conversation and my household is pretty liberal and expressive.
