My 3 year old goes to a devolpmental preschool. Every morning I drop her off and give her a hug and a kiss. One little boy in her class always runs up to me and yells "I get hug too!!" So I give him a hug too.
My husband says it innapropiate, I say he's 4 and he likes to get hugs....Would you hug this little boy?
Absolutely. With out a doubt.
Eta: I can see your dhs point though. For him, society would be freaking out if he were hugging on another kid. It's a double standard that I think exists because moms are (typically) more nurturing than dads so a red flag goes up when a grown man is so huggy.

i'm experiencing Deja Moo: The feeling that i've heard this bullplop before.
Yes, it's not a big deal!
My 2 year old gives hugs to everyone, I hope they don't mind bc I let him! They are kids, it shoukdnt be a questionable thing,
Yes. A friend of mine is a child psychologist, one day I was at her office because it was close to closing time and we had to plans to grab dinner together and I was sitting in the waiting room when a little girl (probably around 5 or 6 years old) came out of my friend's office with her parents and the little girl came up to me and gave me a hug. Her father laughed and told me she likes to give people hugs.
