Should they have sent her home? spotting, 2 days over due, at a 3

My friend is 2 days past her due date (if that makes a difference) she's having contractions 5-6 minutes apart in tears from them, she's at a 3 and has been spotting since this morning the contractions have her in a lot of pain, she went in thinking it was time, and they are sending her home, is this right?

They dont let you drink? They gave me water and juice the whole time.

She'll be more comfortable at home. She'll be able to move, eat and drink freely.

Idk. I never went to the hospital in labor. I was induced first time and scheduled c section 2nd time.
