I have before.  The walmart near my house for some reason it has 4 regular stalls and one handicap stall and usually two of the regular stalls are out of order.  I don't know why they can't keep them all working.  But they also have a family restroom which is were I try to go if I have DD with me.

YES... I do...all the time, lol

They have the baby changing stations and the only ones that will fit myself and 4 small children

Yes but I try to be quick about it. A lot of places put the changing stations in them. I haven't ever made anyone wait though. Thank goodness.

 Yes, yes I do.  But I would not camp out in there....  I generally do because I have a kid in with me usually.  I need the room.  I have never experienced a situation where I held the stall up from a handicap person.  I would be quick and apologetic if that were ever to happen.

yes, if it's the only bathroom available.  Or the only clean one.
