So I have had a paypal account for years.  The account is well established. I use it frequently with no problems.  Today I get a notice that my account has "limited access."  They have to verify me, my address, blah, blah, .  I have to upload a pic of my photo id, soc card, and a utility bill. Apparently it has nothing to do with me, it is a standard thing with a new banking law that went into affect recently.  Has anybody else had do this?

I've never had to do that and I used PayPal pretty recently. I would contact PayPal and see if they are the ones who actually sent that email to you.

Contact PayPal and tell them what's going on.

You better contact PayPal directly to see if it isn't someone phishing for your personal info.
