As with every PA program, I think if used responsibly, and under the right circumstances, it could have it's place. But undoubtedly, it would be abused.
There should be maybe more dial a ride type programs.

A car is an asset. It is also often a necessity for finding work, or getting to whatever job a person may have. If someone has an older, well running vehicle, that is paid off, there is no reason that they should get rid of it.
