Would you think that poor people shouldn't have cars? What if it was only for working people?

Then walk, ride a bike, move to a different city.
Cars are a luxury because they cost so much to keep up. Insurance, gas, maintenance, etc...
So they are not a necessity to poor people.

As with every PA program, I think if used responsibly, and under the right circumstances, it could have it's place. But undoubtedly, it would be abused.

No circumstances would make it a good program. See my previous reply about cost of owning a car. It's not feasable for someone struggling.
There should be maybe more dial a ride type programs.

A car is an asset. It is also often a necessity for finding work, or getting to whatever job a person may have. If someone has an older, well running vehicle, that is paid off, there is no reason that they should get rid of it.
