Is this Neglect or really a northern USA thing?

My friend just picked up their daughter from an 8 day visitation with the non-custodial after she said how happy she was to be home she asked if she could take a bath because she stinks and didn't take a bath all week.  She is 4 and really did stink to high heaven.  Non custodial says that due to winters up north they don't bathe as often.

Needless to say she was fed, bathed and is out riding her bike at the park.

I shower every day. If you have heat in your home and hot water, you can bathe. That's neglect and gross.

I grew up in northern MIchigan and we showered at least every other day. Always!

My kids are bathed every 2-3 days in the winter. They have excema & bathing every day in the cold weather aggravates it.
