my mom doesnt consider them her grand kids

I have a half brother who has 4 kids and a half sister who has 2. She told me today that she doesn't consider my brother and sister's kids her grand kids. She and my dad have been married 31 years. I asked why and she said there is no blood relation.

So is she right or wrong?
