Does bad credit affect your ability to obtain a student loan?

I am meaning bad credit like default ccs or mortgages. Not default on a school loan. Ive never had a school loan. Also, what about IRS? If you owe the IRS would that affect you being able to get a Federal loan? I'd like to go to school, but I want to see if I can get Financial Aid

And it doesn't affect Financial Aid (like Pell Grant)

thanks, i do have a payment plan w the IRS. I just wanted to make sure.
