I hear my neighbor behind me occasionally outside encouraging her Yorkie (named Sailor) to "potty outside"; wtf? where does he potty other than outside? eewwww!

is this normal for small dog owners? I'm a big dog girl and they always go outside; no pee-pee pads in my house.

My moms shitzus peed inside a lot when they were being trained so she had pee pads just in case. Maybe she is training the yorkie?

Some small dogs do piddle on pee pads. Some smaller dogs are difficult to house train.

This is what i say every time i take my puppy out. any time she has an accident we tell her no, go potty outside. And so when we take her out we say potty outside so she knows what i mean.
No i won't do that her whole life, just until she's completely trained.
And no she's not a small dog.

not a puppy or young dog, they've lived there over a year, so training should be over.

I have seen it when a dog is hard to house train.

Mine took like 4 months to train.  He is a 10 pound dog, smaller than my mom's cat in both body size and weight lol. Even then, any time I got pregnant, he would pee and poop in the kids' room. :( I think that has more to do with jealousy issues vs. not being trained though lol.
