Yes, they should. 

But I'll go further - access to birth control pills, Plan B, etc.

If my daughter is having sex, I want her to get condoms anywhere she can get them...school included.

For 1 thing, that could go against a parent's beliefs or wishes.

2: There's guys who can be allergic to condoms.

I see nothing wrong with that but that shouldn't replace parental education and gynecology care for female students.

Yes.  And educate about sex, don't just preach abstinence.  That doesn't work!
