Does "he drew parallels" mean that he sees a difference between the two, or sees them as the same?

It means he considered the occasions/events similar. Consider both examples as lines and they're both drawn one over the other at the exact same angle.

He sees the same would be my take.. like they line up with one another, or coincide with one another
