I was just wondering can you use cooking oil on your skin to tan outside?

Yes but that is an awful idea. I used baby oil when I was a teen and got burnt the fuck up lol.

As a semi-professional tanner, I recommend baby oil, and get a squirt bottle and fill it with water and keep spritzing yourself.

And the bashing begins in 10..9...8...7...
