Would you say something? HORRIBLE car seat misuse

So as I'm scanning FB today, I came across this picture...Oh em gee. 

Would you say something? The baby on the left is 18mos. If you notice, the seat belt is pulled over the car seat, and the child is laying on the harness. The little boy on the left is 5, and well...yea...When I come across pictures like this, I'm not sure how to approach them or if I should even bother saying something. We're just acquaintances.

I think it is always a adults place to stand up for someone who cant stand up for themselves

Those children would fly out of the seat in a crash. Gather some info and present it to her.

Wow. I think that is the worst I have seen. I think you should say something, I just don't know what or how to say it honestly.

Omg yes, you have to say something. I know people might not like others in their business, but what if something did happen...then you would forever wonder if by just sending a link to a carseat safety site you could have prevented it.

Yes I would say something.  And if I didn't see serious improvement I would call CPS and send that photo to whoever answered the phone's email.  She gets in a wreck, those children are toast.

She clearly doesn't care about her children's safety. My youngest is almost 2 and in a 5 point harness, rear facing.
