I'm guessing he did this so you couldn't go? He sounds controlling. He doesn't want you to learn to drive, right?

he does love being in control.because he has no control of his messy life

Quoting Anonymous:

What a dick...I'd probably leave my husband if he was controlling like that. Why the fuck would he refuse to teach you how to drive...only explanation for that, is hes controlling, and its only going to get worse from there.

this

Sounds like he doesn't want you to have the kids in the car when you are learning to drive. Sounds reasonable to me.

He shouldn't be refusing to teach you to drive though. He sounds controlling.

the shelter in the area were we live has long waiting list and just keep referring numbers

Quoting Wyattlucasmama: Who told you that? Controlling behavior has a tendency to precede abuse.
Quoting Anonymous:not unless hes physically abusive.otherwise ur not a priority.
Quoting bowribbonmama:Find a womans shelter. They are there to help.
Quoting Anonymous:i cant leave.ive no family no money no job no drivers license no car..he controls the finances
Quoting bowribbonmama:Controlling ass. Leave now.

Your children should not be in the car with an unlicensed driver who is practicing. That being said, he handled this like a jackass.
