Was an animal hoarder?

If our houses weren't so close I wouldn't care but there is about a 20 foot gap from his house to mine (seperated by bushes) and omg...THE SMELL KNOCKS YOU DOWN ANYTIME YOU GO OUTSIDE. It reaks of dead animals and feces so bad...Even when you drive by his house the smell pours into your car. I just don't know what to do. He has like a big garage (one of those metal ones) with a TON of dogs in there  (they have puppies all the time too) and the animals are all really malnourished and mangy. The dogs get out and get in our trash can outside and drag stuff in our yard and I really just don't know what to do. I want my kids to be able to play outside without having to breath that in...

You need to call the humane society in your area or animal control and you need to report him and get those poor animals OUT of that house.

Regardless of how many animals a person has, if they're neglecting them to the extent you've described animal control should have been called long ago.
