How do you protect on child without ruining your other childs life?

 I just found out tonight that my older son who is 16 now touched my daughter who is 12 now when he was between 12-13 and she was 8-9. Im devistated I dont know what to do or how to figure out what to do. I talked to him and he addmitted to doing it 5 times or more. He said he just touched her. I know she needs counceling and him as well Im just at a loss to where to begin I dont want to throw him to the wolves but I have to protect my daughter as well. He said that was the only time. hes an emotional wreck as am I. she told me it was once an he just asked her to do something. I havent pushed her its late and by the time I calmed down enough to not kill my son and just talk to him she was asleep. I just need some guidence on what I need to do. I have other children and I dont want dcf coming in and taking them away.

You have to report it. Otherwise they will come and take any of your other kids because otherwise you're failing to protect them. Even though 'it only happened once'

5 time or more is not the only time, he's done it more than he's admitting to. You need to have him arrested, it's not throwing him to the wolves it's a first step in getting him the help he needs and showing your dd that you aren't going to sweep it under the rug

 This.  If she goes and tells someone else and says that she told you but you did nothing, you will get into trouble and rightly so.  He deserves his life ruined.

 Im going to report it I just need to know is the cops the right step or dcf...

 I dont know its its legal to kick him out at 16.
