I live in a fairly quiet neighborhood.  In general people keep to themselves.  But every day and night we have jackasses racing their cars up and down our streets.  I have called the police and basically been told they'll patrol a little more but I never see cops on our street.  We don't have sidewalks, so with the summer weather a lot of kids are riding bikes, etc. in the street.  (Not my kid because he's not old enough.) 

So my neighbors and I were standing in the yard talking and a kid runs the stop sign, does a turn and starts flying back in the direction he came from.  My neighbor yells to him to slow down, he throws it in reverse, 3 point turns up to the curb and starts cussing and threatening us all.  He actually said he was "texting his friend" when he made the turn (which is illegal in our state) and asked why we even care if he hits anyone because HE'S the one that would go to jail therefore it's none of our business. (???Seriously???)  She mentions that we have his license plate and he tells us to go ahead and call the cops because his whole family is full of cops in our town, and he's not leaving until the police come.  He parks his car and sits.  We call the cops.  

The issue is this: a) the police don't come, I had to call back 30 mins later and found out the radio room never sent the call out.  b) when the police get here the kid is already gone so now I look like a raving lunatic for calling the police and there's nothing going on.  c) They listened to my complaint then got back in their van and left.  No report, never asked the kids name, make model of the car, license plate, etc.  

I am PISSED!  But there's nothing I can do.  My parents were cops (not here) and I now I feel completely unprotected.  I don't feel safe because this kid could come by here anytime.  And obviously he thinks he's completely above the law.

go the police station and file a report.  make sure they give you a copy.  ask to talk to the police commissioner.  repeat daily or weekly until they do something.  

if the police won't take action, contact your local councilperson.

Be vigilant!  Tape it when you can, take licence plate numbers.

Go to the police station and talk to the cop in charge. File a report not only about the kid but also about the cops never coming and the report never being sent out.

take a picture of the car and or person and report it.

set up a video camera and report it you will have proof.

get all the neighbors together and petition the city to put in speed bumps.

get the neighbors, pool your money and offer to pay for the speed bumps.

dont let any kids out to play unless there is adult supervision.

put up signs that say there are children playing.

 Go around to your neighbours and start a petition to install speed bumps on your street.  Get a sign that shows the speed to people travelling on your street, in my area you can rent these.

Do these have to be put up by the city or can ordinary citizens put them out?

We have put them up in our yard on the edge facing the road. The city also installed some of and down a few of our roads in he neighborhood. Google them you can buy them yourself
