Yup that is right . We have been indoors the whole time because of the heat wave here in AZ. I was going to gove them a bath 2 nights ago but the pipes were so hot i burned myself running the "cold water" by the time it was cool enough to bathe in the kiddos had fallen asleep.

I don't blame you. I wouldn't have either in that situation.

How is it gross? They didnt get dirty.  I would never force them to get in water that hot

If i knew the water was going to be that hot I would run it a good bit ahead of when I needed it.  Even if they weren't outside they still sweat, have dead skin cells etc... that should be washed off and it's gross. That's just my opinion though and not everyone agrees.

Running it does nothing. Even at midnight it is scalding

I'm just wondering why you can't run it and then let it cool down and then bathe them.

Wow, that's HOT!

I think your children will be just fine not bathing right now. Of course you can use wipes on their face, hands, and bottoms and they can brush their teeth with bottled water, if you can get hold of some. Or just run water and let it get room temperature. Hey! That's what you can do with the bath water, too! Let it get room temperature. ;)
