It's $15, I highly doubt that is the breaking point amount for you.
Is it taken directly out of his check? If so then he has absolutely no control over it. That'd just be a total bitch move, if it's taken out by the state. If he's hourly, maybe he just didn't work as much hours that pay period. It happens.

He gets paid bi weekly so his check should cover it, even if he took a couple days off.
