My mom left my brother home with me when I was 9 and he was 2.

Nothing wrong with this, as long as she's a responsible kid

 as long as the 13 year old is being rewarded in some way for being responsible, i don't see the issue. unless of course it's overnight or something. i believe overnight sitters should be licensed drivers.

i see no issues with this either, i see people with  kids 12 and 10 who cant leave them home alone and i often scratch my head..

At that age I was being forced to watch my 6 year old brother and nephew who was not even 1 yet..I did OK but I can tell you I did NOT have the patience for them and often did not do what I should have...

I used to babysit a young boy and a baby at about age 10 or 11.  I see no problem with this as long as she is responsible!  :)
