Depends on how well she handles spicy foods. My daughter isn't even 3 and has wasabi with my husband when we go for sushi.

Well I would try to discourage them, but some kids can be told the fire is hot others need to get the blisters to learn.  Maybe a tiny bite, too much could probably be a health problem.

I let my kid eat a ghost pepper and  a scotch bonnet pepper-I had the milk handy just in case.

Sure.  I let my kids try anything, food wise, that they want.  How else will they broaden their palates?
