What to do with a 9 year old?

I watch a 9 year old little boy sometimes. And he is ALWAYS on his iPad or watching TV. When I finally get him outside he doesnt do much except kick a ball around then go inside. He doesn't like when I play with him outside either, because I've tried that to keep his attention.

I take him to the park with my 21 month old DD. And he mostly just sticks by our side. He doesn't play with kids even if they ask him to.

He is KIND OF like an only child, with three older sibilings, the closest in age being 11 years. So he is always around grown ups and it seems that he has had to grow up fast.

His dad is a jerk, and it has rubbed off on him big time. He can be so mean, for no reason.

What can I do with him to get him busy? Anything I suggest he shoots down and when I force it he just gets pissy.
