No. It's actually under used. Most people don't understand the ture meaning of bullying. 

*If you read my post and there are mistakes in my spelling or grammar please note that I never learned either in school and I am currently learning them now. I think its both over used and under used. Some think constructive criticism is bullying while others take to the motto "kids will be kids."

In some instances yes these words are over used, but in reality the true situations of bullying and racism are hardly reported or taken care of

 I used to be bullied as a kid, but I never whined about it. I just dealt with it.  It is possible it is overused because kids don't know how to ignore or speak up for themselves.

depends on the circumstance in which it is being thrown out there. Sometimes a situation can be over blown and in other instances it is gathered as something minimal and people are too serious.
