WTF has anyone heard of this?

My hubby is starting a trade class. Its eligible for financial aid/loans. But today when he went for his meeting with the school they told him that he is expected to pay the course fees then be reimbursed by aid. As in the course starts the 9th but they won't apply any aid money until November 4th. Now my only experience is with a university, and they apply funds a week before school. Has anyone experienced a school that delayed things this long? 2 months?

It's the standard for first time students due to the changes in fasfa

He filed out his fafsa, did all of his entrance loan counseling and mpn. Its a trade school in our area, but it's recognized as part of the University systems in our state--Ohio

Wouldnt it matter that he's technically not a first time student? Hes received aid before for an associates degree from a university. This is just a new school.

Sounds like it might be one of those scam deals.  Actual government-backed financial aid comes before the bill is due, not afterward, unless they have changed it.

Yes, my dd started college this fall. She doesn't receive her money until the semester is over. Because it is a scholarship, they are holding her fees until the end.

That is how it worked when my dh used his gi bill. We a&d to pay and were reimbursed down the road.
