I just made a post about this..LOL. You should refer to it as Accessible plates/parking. Not handicapped.
I think the handicapped person must not be in the car today.
The handicapped person is not in the car or all the disabled spots were taken. Sometimes we park out away from the disabled spots even with our son (whose plates they are.) and walk.
That they're having a good day, someone else drove their car, or the handicapped spots were taken when they got there.
