My dd's bio father's rights are terminated, but he still has to pay cs and back cs, plus provide her insurance and my attorney fees. He has to pay 1/2 of the back cs and my attorney fees within 30 days of our court order, and his wages will be garnished at 50% for the rest until the other half of back cs is paid in full.

Some states do require child support when rights are terminated. It's not fair to put the burden on the tax payer. He created the child too so he should be paying as well.

Yup. He got off easy considering he only has 4 years back cs and she's almost 11.

He wanted them terminated, so we agreed to it and had the stipulation drawn up.

Yes and yes. The legal battke has lasted about a year, and we have spent around 8k so far. But, getting rights terminated isn't usually so costly. We just had a crazy time getting to that decision.
