calling cps to get someone evicted?

Ill try to make this as easy to follow as possible.

Ok dh, me, ds and dd live on top floor of apartment building.
The wife of the family under us works for cps.
Our kids run in the house and it echoes through thiers.
I am constantly on the kids to stop running. And I have to yell sometimes so they can hear me in the back bedrooms.
There have been 8 families in and out of this apartment in the last 5 years since they moved in downstairs.
They seem nice and we make small talk but we aren't really "friends" per se.
Well the last three conversations dh had with the husband from downstairs he has brought up how theyve gotten so many families moved out of there bc his wife works for cps and she had Involvement on thier cases.

Ok first that seems fishy. What are the odds of HER having involvement of EVERY family that lived directly above her? And also what are the odds of every family in this one specific apartment having an open cps case? And how would they have gotten them moved out just by talking to the office? Somethings not adding up here. Does it sound like the husbands trying to insinuate something?

cps has no power to evict someone, only the landlord does

We both want to but our house isn't finished yet and we have 8 months left on our lease.

Thats what i thought. Dh says he's not worried but it just seems like a awfully suspicious thing for a guy to wanna talk about
