Forward facing at 11 months old! There's gotta be a law against it??!!!

My niece is 11 months old. She turns a year at the end of November. My bil saw that the car seat weight for forward facing was 20lbs and over. My niece is over 20lbs so he's decided to put
Her forward facing. He asked my opinion. I said bad idea. I couldn't give the reasons though because they'd get all butt hurt. My niece isn't ready for forward facing. Heck she still falls over when sitting and she can't hold her head up for very long she still drops it forward into her chest when she's sitting. You can tell she's not ready just by looking at her in the forward facing seating. But they say she's ready because she sat in my dds car seat(forward facing) for maybe 15 minutes. Dd has the Chico next fit a very comfy seat. My niece has the graco my size 70. It's nothing like the next fit. Dd doesn't even like that seat forward facing. Is there a law or something I can show them so that they get its a bad idea. The obvious reasons why aren't
Working.

Update: she's never been to see a specialist. She can hold her head up well enough I guess. Her balance isn't that good though. When she's sitting she has a tendency to fall backwards or to the side. I don't know if she does it on purpose, for attetention, she cries after every time she does it. Or if she has balance problems. She is starting to stand. She also cruises along furniture. Her head kind of throws her balance off.

If they meet the weight requirements, I dont believe its against the law.

It could be a state by state thing?!?! IDK....My kids are way past that now. lol

There are proper usage clauses in all state laws and no car seat allows for forward facing before a year.

While i feel that it is completely foolish, in some states, it is legal to do so

This. It is against the law to FF before one year. I don't know of any state that allows FF before then.

In my state they have to be 12 months AND over 20 pounds. Google carseat laws for your state. Honestly I'm more concerned that an 11 month old can't hold her head up...

Yep look it up online. In Indiana they have to be a yr AND 20 lbs
