Is child support the kids' money, the parent's money, or money to be used for bills and other things the kids need?

 It is for the custodial parent to use however they see fit.

Child support is money that is supposed to be used to support the child.  The child needs; a place to live, food, clothes, school supplies, health insurance, a safe car to ride in, etc.

It's for the kids. That would also include to feed, house and clothe the kids. That would also include some bills.

It is money meant to help raise, feed, cloth, and house the child.

 Of course the child should not be going without those things. And if that is the case the ncp should be intervening and trying to seek custody of the children if they are being neglected.

I asked when I first started getting it from my ex...anything that benefits the child-food,bills,clothes,etc
