My heater is not shutting off

Okay, I live in mo where we've had really cold weather. We are renting this house. We have the heat set on 68 and when it reaches 68 in the house the heater will not shut off likes it is suppose to. It just keeps running and running. Now this house is poorly insulated and I'm sure that's part of the issue. However we are not in the - and high is about 30-38 outside and the heater should be turning off when it hits the temp setting.... I would call the landlord but she is an ass and will just tell me it is the weather!! I can't afford a high electric bill that I just know I am going to get because of the weather and this house not being built right. We've tried space heaters but when we plug them in the breaker flips and the power goes out.... Ughhh what can I do
