find a way to discreetly turn him in.......if YOU found out, SOMEONE eventually will realize you knew\know what is going on....which implicates you as well kwim

Quit, then report him. You don't want to be held responsible for anything he does while you are employed there.

Not given the fact that you can be held liable if you know someone is committing fraud and your DON'T report them. You become complicit in the action then.
