If your employer has no work for you due to weather for 3 weeks would you put in for unemployment? And does the company pay the unemployment ? Or does the state?

Yes, I would file for it.  Your employer and you contribute to unemployment.

My understanding is that it's common for construction workers to file for unemployment during the winter when there is no work. I have no clue about the rest.
