I've posted about it before. I received a gift from my mother which is a new phone. Galaxy s4 mini. The last time I upgraded my phone was in 2010. I let dh have the upgrades since I couldn't afford minutes every month any way but my phone is so outdated I can't download most apps now. Funny, I know, because its only 4 years but technology ages fast.
Well he's starting to hate his phone and is wanting my new one.

He has no reason to be jealous, he went through 3 phones while I had my old one. Now today I said I'm not giving him this phone and he says things like well I actually have to pay now for a new phone, I hate my phone, I wish I had a galaxy.

His phone isn't bad. Its still pretty new and works except for appearance and he did get another chance for a phone that was given to him that he turned down because it wasnt good enough.

So buy him a new phone.

I am confused though why you would get upgrades with pay as you go phone.

Who is your provider? If he's ready for an upgrade it's usually pretty inexpensive after the mail in rebate.
