So there was a question asked on another site: Do you think a person's positive HIV status should be public record? Why or why not?

IMO, I think it should be public opinion. I think everyone should be able to make an informed decision as to who they choose to lay down with. Yes, they should be smart enough to get the person tested before and wrap it up at all times but condoms break and in the heat of the moment condoms are the last thing being thought about. 

At the same time you have to think about discrimination and the circumstances in which a person acquired HIV. If a person was born with it, it's not their fault. However if you shoot up or sleep around and catch it then that's your fault. IDK.....

What do you think??

I think if you're irresponsible you run the risk of countless STDs, not just HIV.  It pays to be smart.

People have a right to keep their medical history private.

How about their hepititis status?  Vaccination status?  MRSA status?

Unless HIV tests are mandatory then it won't make a difference. I can imagine less people will test, if it's public record

No, because 1), it violates HIPAA law, and 2), that is a person's personal business.

One of my closest friends is HIV+, and while he's in a good state right now, I'd hate to think of what would happen to him and his wife if stuff like that was made public.

True. What if a man/woman is going around purposely infecting people though? There was a man arrested recently that infected over 30 men and women and videotaped himself doing.
