my ex just started renting this new house,it has a pool in the back yard and no fence and they arent allowed to add locks to the back door to keep kids from unlocking the doors. my dd knows how to open doors and unlock them, she could run outside before my ex or his wife could even blink. they also have a 2 year old who knows how to do the same, neither kid knows how to swim......so until my ex either moves or puts locks on the doors dd isnt going over there.

Is it above ground or inground? Can he put a fence up at his expense?

4 in 2 weeks and the special locks you have to put on the door you have to drill into the door

There are other door locking mechanisms that do not change the structural integrity of the door and don't require any drilling or holes to work.

For your daughter's sake of having a relationship with her father, I think you should at least TRY to present alternatives to them so you can feel safe letting your child visit.
