If I have my chihuahua on a leash and kid runs up to it to pet it and it bites whose at fault?also if no dogs are allowed are purse dogs allowed?

The owner is always at fault if the animal wasn't assaulted.

 i'd say the kid is at fault for running up to the dog, if dog was on leash in own yard. and a dog is a dog so no dogs allowed would include purse dogs only exception is service dogs.

Owner should be aware at all times in regards this...

The kid, for running up to a stranger. Parents should be aware of what their child is doing and should be taught to leave other's pets alone...

The kid every parent should teach their kids not to run up to any animal they dont know without the pets owner saying its ok. Your dog was on a leash and you were holding the leash you can't help it if a child comes running up.

A dog is a dog.  If no dogs are allowed, then there are no dogs, period.

The kid is at fault for just running up on the dog.. courtesy is that you ask before approaching any pet. you don't walk up on any animal.

Generally when an establishment says no pets, they mean NO PETS. size doesn't really change that.
