We live in a town home community and I was smelling it while I was on my deck, next thing I see is the two girls walking back and giggling profusely... wtfffffffff.

I know their moms, just not personally I am stunned.

If you say you "know their moms," personally or not, report it, for the health of the children.

Wow. That's young. I would probably tell their parents or at least leave an anon note for them. Where would they get it from at that age? Does their parents smoke?

I have no proof other than what I saw, but I understand your suggestion. It's illegal in our state and I highly doubt they smoke because they're really religious type people. It baffles me that they can obtain drugs at such a young age...

How should I report it to them with no proof?

I wouldn't get involved without proof either.
