Absolutely not. Medical privacy still applies to them. It's a crime to not disclose that you have HIV before sleeping with someone, anyway.

If this was to happen, enjoy watching the rates of HIV and untreated HIV/AIDS skyrocket, because no one would get tested if they thought they would be publicly shamed for testing positive.
