Is it necessary to teach a 4 year old to read and write?

My oldest daughter has always been an academic.  She loved to sit with me all day and just work on reading, writing, math, etc.  And because of this, she was reading well before kindergarten.  My youngest, who is four, is more of an athlete.  And she hates to sit still to read or practice writing anything.  She knows everything she is supposed to know for kindergarten, but she is nowhere near the level that her sister was at her age.  I stopped trying to force her to do schoolwork type activities, and I just let her learn through play.  But my husband thinks I gave up on her and told me that I should be trying harder to teach her how to read.  Do you agree with my husband?
