toddler won't stop moving enough to eat.

Whenever I try to give my youngest meals, he twists, turns, whines, grunts, and squirms NON STOP while he is in his high chair.  He jams handfuls of food at once into his mouth adn then looks straight up to chew (it makes me nervous that he'll choke).  It takes him an hour just to eat lunch because he is too busy squirming, whining and twisting.

Is it just normal toddler behavior?  He's 18months old.
