My SILs LO will be two soon.  I love this child and would love to get her something for her birthday BUT this child has more toys than any one child needs.  She has two bed rooms Filled with toys.  

I am looking for a non toy/clothing gift idea that my SIL can not return/cash out.

so maybe a savings bond, or a college fund that ONLY my self and said child can touch.

i am worried about mom being able to access any thing like this because she will take the money and say spend it on more toys or clothing if she could.

Savings bond in the child's name? I'm not sure. I'd honestly just try to take the kid out for a fun experience or something instead of "giving" a gift.

So start a college fund for her that you add money too for every holiday Birthday etc.  You open it and it is in your name but you can let them know about it.

A gift card or membership to a children's play center? I give 6 month memberships to our local children's museum, it costs $35 and covers 6 people for 6 months.
