Would you call CPS or the cops?

I live in an apartment complex and there are tons of kids that are always outside playing. There is one apartment that has 2 little girls and the dad sells drugs out of his apartment.

I know he does because I've seen it happen daily! There are always these people that pull up and park and go inside for a few minutes and we've seen them come out with bags of weed in their hands. The dad and mom are always outside on their balcony smoking weed late at night. You can smell it as you walk by. This activity in and out brings some bad people into our complex. My dh and I have had some people asking us for cigarettes and drugs. We don't do these things.

We have already seen CPS at their apartment twice. They have a car marked with child and family services on the side so it's obvious. I don't know if they are selling anything more than weed, but it's making our neighborhood unsafe for all of these kids. The constant in and out traffic of nasty looking people day and night.

The landlord knows it's going on but won't do anything about it.
