To stay home alone while you run an errand , pick up other kids from schol .25 miles away or for you to go out for a run/walk?

No. I was babysitting my siblings for short periods of time at that age.

For my dd yes.  She is not mature enough at this age to stay home for that period of time.  I have however left her in the apartment while I go check the mail.

It's illegal, so yes

And considering they are at that age where they can't hold water and tells everyone everything, it isn't really worth a trip from DFACS or going to to jail

Do they know what to do in case of an emergency?  Can they get ahold of you if they need you?  Have you set ground rules for what is allowed and what isn't allowed?

You need to check to see what state and local laws are. Different places have different laws.

I think most are not mature enough at that age to stay home by themselves, even if it is just for a few minutes. I suppose some kids by that age could be, but I personally wouldn't feel comfortable with it.

Maybe in your state, but it's highly unlikely that it's illegal in the OP's since that's quite rare.
