do I need to hire a PI? CS related

My dd's bio dad got out of the military (navy) and has not notified ORS of his employment change. He currently owes 21,000 in CS, plus 1/2 of her insurance premium, plus half of out of pocket expenses. He says he's looking for a new job. We are filing contempt and an order to show cause, but I don't think he would live at the same address he lived at while in the military. We'll obviously need to find him to serve him, and to know when he starts working so ORS can garnish support.

Thoughts?

If he was active duty how did he get so far behind? When my ex was active I never missed a payment. As it came directly from dispurement
