Your best bet is to keep track of every penny you spend for a few months to see where your money actually goes. Then you develop categories like groceries, monthly bills, gas/car maintenance, entertainment, toiletries, etc. Figure out the average you spend in each category based on the months you tracked it all. Then decide if you want/need to cut back some (eat out less, cut off the premium cable channels, etc) and establish how much you'll spend for the month in each category. Then keep track of everything you spend in each category for the month. Adjust as necessary for the following month.
I use Dave Ramsey's envelope system and find it extremely beneficial.
