What are his chances? Cs question

Ds 3 bio dad was originally ordered to pay almost 700 a month in cs. He paid for a few months and asked for a modification. They lowered it to 400 a month and that was taken directly out of his check for about 6 months, then he stopped working. Well it's been almost a year since I've received anything. He's been going to the contempt hearings (I never go) and they've been giving him more time to pay up. Yesterday he had a hearing and I found out today he asked for another modification. Wtf? He hasn't seen his kid in almost two years and he hasn't called in over a year. I didn't think it was possible for him to get less "involved" with ds. But here he is, hoping for that to happen. What are his chances? He is not a high school drop out and he's capable of making enough to pay 400 a month. He's always kept a job before cs was enforced. Every time he goes to court for this shit, it ALWAYS work in his favor, I don't fucking get it.
