Would you say anything?

We recently moved into a new apartment (same complex just a new apartment). We now have a bottom level apartment with a small fenced in back yard. Our neighbor above us is pretty quiet and seems nice. She is an older woman who has, what I assume, a daughter in her 20s. Her daughter comes over a lot. She sits out on her patio and smokes. That doesn't bother me. What bothers me is she will flip her cigarettes over the patio and onto our yard. My kids play back there. We got our garden back there. It grosses me.

My kids have seen her flip it off so I know it's not just blowing over or anything.

Would you talk to the owner or just let it go? I don't want to cause issues but it's just nasty.

Yes, say something and this comes from a prior 20+ year smoker.

I would nicely ask her not to do it anymore. If that didn't work I would talk to the owner.

 Yup, I sure would.

I have ZERO compassion/understanding/tolerance for cigs/smoking.

Yes, I would say something.  The girl just needs an ashtray.   It is no different than if she was throwing trash in your yard.

 Um, hello. That is just plain rude and disgusting of her. I would absolutely say something.

Give her an empty coffee can with sand and ask her to use that instead.
