How common is it for girls to put weight on at start of puberty? ? When they have been stick thin previously. ... does this mean puberty could be starting???

People put on weight at many different times in life.

If thats the only sign, it may very well be she needs to be more active or eat less.

No hair that I am aware of. Her breasts have been developing slowly for past 2 years. She is 10 and a half. Last 12 months weight has really changed.

Well if her breast are developing than yes I believe it's all related. Is she healthy generally or has something changed? Eating habits?

Pretty common I think. Filling out and getting hips is part of the process.
