My child screams at the top of his lungs when he's in time out

It's gotten to the point where the neighbors have come knocking on our door asking about it.

Idk what to do? Its the only form of discipline that works for him... I'm not sure what to do about the screaming though. Suggestions?

My son was the same way. I let my neighbors know we were going through a rough patch and that he screamed during his time outs

I brought beer when I told them and so they understood

I would first ignore him. Bad behavior like that is done for attention; to give him attention is positive reinforcement, and just increases the behavior. 

If he continues I would say, "your time will start as soon as you stop screaming." And then ignore him.
